IN SHORT: The difference that matters in Mexico is not "more or fewer reports": the module that stamps CFDI 4.0 (l10n_mx_edi) is Enterprise-only. Community includes the Mexican chart of accounts and taxes but not the stamping — to invoice from Community you need a third-party or custom module. Enterprise starts at MXN $180–225 per user per month (official list, July 2026) and in exchange invoicing becomes configuration, not development. Community pays off when you have many users and technical staff; it stops paying off when you do not.
"Odoo is free" is half true, and the missing half is exactly the part that costs money in Mexico. This guide explains what each edition actually includes, why the difference is structural for the tax authority, and how to decide without being oversold or undersold.

The two editions
Odoo ships in two editions on the same core:
- Community: open source, no per-user license. Runs only self-hosted.
- Enterprise: per-user license, additional modules, official support and version upgrades. It is what comes with Odoo Online and Odoo.sh.
So far, the usual sales pitch. The important part comes now.
The difference that decides whether you can invoice
In Mexico, Odoo's localization is split across several modules, and not all of them exist in both editions:
l10n_mx— chart of accounts and taxes per the SAT. Present in both Community and Enterprise.l10n_mx_edi— generates and stamps electronic documents (CFDI 4.0 and the payment complement). Enterprise only.l10n_mx_reports— DIOT, trial balance and electronic accounting. Enterprise only.
Plus the optional ones depending on your operation: l10n_mx_edi_extended (foreign trade), l10n_mx_edi_stock (Carta Porte) and l10n_mx_edi_pos (point of sale).
Translated: with Community you install Odoo, capture invoices and keep accounting, but you do not stamp. To issue a valid CFDI you need a third-party or custom-built module.
This is not theory for us. At iTechDev we run on Odoo 19 Community and, since stamping is not included, we built our own PAC connector and audited it against the SAT's Anexo 20. We know exactly what that route costs in time and maintenance.

What Enterprise genuinely adds
Beyond the stamping itself, what actually changes day to day:
- Invoicing is configuration, not a project. Load certificates, connect the PAC, stamp. No code to maintain when the tax authority publishes a change.
- Odoo Studio. Modify forms, fields, flows and reports from the interface, without a developer. For an admin team that is real autonomy.
- Version upgrades included. Odoo ships a major version per year; on Enterprise the jump is supported. On Community, every custom module you own is a candidate to break.
- Official support with an SLA, instead of forums and good luck.
- Exclusive apps: full accounting, e-signature, quality, maintenance, advanced MRP, among others.
- Multi-company and external API on the Custom plan — relevant if you invoice from more than one legal entity.
What Community is genuinely good at
Community is not "the crippled version." It has concrete merits:
- No per-user license. Savings scale with headcount: at 40 users you are talking hundreds of thousands of pesos a year.
- Full control of the code. You can change anything, without depending on Odoo's roadmap.
- No vendor lock-in. Your ERP does not switch off if you stop paying a subscription.
- The OCA ecosystem. The Odoo Community Association maintains hundreds of decent free modules, including several localization ones.
When each one fits
Community fits if you have many users (license savings justify the development), you have in-house technical staff or a long-term provider you trust, you need deep modifications, or you have data residency requirements.
Enterprise fits if you want to invoice without building anything, you have few or moderate users, you have no dedicated IT team, or you value that upgrades and tax compliance are Odoo's problem rather than yours.
The quick math: compare the annual license cost against what it takes to build and maintain stamping, complements and upgrades. There is a break-even point and it depends on user count. In the assessment we run it with your numbers, not the brochure's.
Three warnings you rarely hear
1. Stamped payroll is in neither edition. If your project includes Mexican payroll with its CFDI, it is always a separate module. Finding that out mid-implementation is one of the most expensive surprises there is.
2. Community cannot run on Odoo Online. Odoo's standard cloud includes Enterprise by definition. If you want Community, it is self-hosted. We cover it in Odoo Online vs Odoo.sh vs self-hosted.
3. "Free" does not include maintenance. A custom stamping module must be updated every time regulation changes and every time you move Odoo versions. That cost is real, recurring, and belongs in the comparison from day one.

Are OCA modules good enough for stamping? Community localization modules exist, with widely varying quality and not always updated to the current Odoo version.
