The price of implementing Odoo in Mexico can be published

With CFDI 4.0, electronic accounting and DIOT, the Empresa MX package comes to MXN $43,550; bundled packages run from $20,800 to $63,050, and the $7,500 technical analysis is credited to the project. What moves that number most is not how many users you have —the most common mistake when budgeting an ERP— but which hosting model it runs on: the entry package runs on Odoo Community, the mid ones on Odoo Online and the top ones on Odoo.sh. And that is the decision to make before looking at price: Odoo Online does not support custom modules, per Odoo's own documentation, so if your operation needs its own development that model is ruled out up front. What actually moves the price
If someone quotes you without asking about these, they are quoting blind.
The state of your catalogs
Every product needs the SAT's ClaveProdServ and ClaveUnidad, and every customer their RFC, regime and CFDI use. With 100 products that is a day; with 2,000 and a messy customer base, it is the bulk of the project.
Who you invoice
If your customers require addendas, everything changes: it forces an Odoo tier that accepts modules, and each addenda is quoted separately.
Where you are coming from
Migrating history from CONTPAQi, Aspel or SAP is not the same as starting clean. That is why migration is quoted after seeing your data, not before.
How close your operation is to standard
Odoo covers a great deal out of the box. What costs money is what it does not cover: that is development, and development is estimated with a proper analysis, not off the cuff.
The three Odoo costs you must keep apart
When someone gives you an «Odoo» number, ask which of these three they mean. Mixing them up is the number one cause of invoice surprises.
Software (licence)
Community is open source with no per-user fee; Enterprise is paid per user per month, directly to Odoo (the list is above). On Community, going from 5 to 50 employees does not change the software cost; on Enterprise, every user adds up monthly. Note: «free» in Community is the licence, not the project.
Implementation
Configuring, localizing for Mexico, migrating and training. It is the bulk of the project, and it is what our packages and the per-module table price.
Recurring
PAC stamps, hosting, support and maintenance, and the Enterprise licence if it applies. The project does not end at go-live.

These ranges are NOT our price. They are what the market charges by scope, so you can read the quotes you receive. Our price is the packages and the per-module table above.

They exclude the Enterprise licence, which is added on top. Headcount is not what moves the number: process complexity, data quality and integrations or custom development are. Anything outside these molds is subject to analysis: until processes, data and integrations are reviewed, any exact number is a guess.

A grounded example
A distributor that wants sales, purchasing, inventory, accounting and CFDI 4.0 with the payment complement, with a reasonably clean catalog. In the market, that standard scope is quoted at ~$300,000–$450,000 MXN. With us, those same modules are the Empresa MX package: MXN $43,550 + VAT (67 h), up to 10 users; with more users we confirm it in the technical analysis ($7,500, credited if you move forward). The Odoo licence is separate, paid directly to Odoo. If the same company adds manufacturing, multi-warehouse and a custom commissions module, it moves to the advanced scope: same users, very different price. That is why the analysis matters.
How to lower the cost without lowering quality
- Start with the core and grow in phases: do not switch on 30 modules on day one.
- Clean your data first: it is the biggest and most ignored saving.
- Seriously consider Community if your case allows it: a zero licence changes the total cost, although CFDI stamping has to be solved separately.
- Ask for a fixed-price budget: avoid open-ended «time and materials» that inflates the invoice.

Is the package price really fixed?
Yes, as long as the scope is the published one. That is why each package also lists what it does NOT include: if your case needs something from that list, we quote it separately and you know before signing. What we do not do is reopen a "fixed" price mid-project.
Do you charge by the hour?
Whatever fits a package or the per-module table has a closed price: each module already carries its published hours at MXN $650 per hour, and what you buy is a working system on a date, not an open bucket of hours. For work outside a package we do bill hourly, and the rate is in the proposal.
Is Odoo Community really free?
The licence is: it is open source with no per-user fee. What is not free is the project (implementation, migration, training), solving CFDI 4.0 stamping, which Community does not ship with, and keeping the localization current with SAT changes, which is best covered by a partner.
How much is the Odoo Enterprise licence per user?
It is billed per user per month and paid directly to Odoo: per its public list for Mexico (July 2026), from MXN $228 on Standard and $340 on Custom billed monthly; billed yearly it drops to $180 and $274. We do not resell it or add a margin. Check the current price on odoo.com, since Odoo adjusts it by version and plan.
What costs more, the licence or the implementation?
Almost always the implementation. On Community the licence is zero, so the bulk of the project is configuration, migration and training. Even on Enterprise, implementation usually outweighs the licence at the start.
Why does the market give such wide ranges instead of a fixed price?
Because the same «20-user system» costs very differently depending on process complexity, data quality and integrations. A serious fixed price is set after reviewing those three things; that is why our packages list what they do NOT include, and anything outside them goes through the technical analysis.
How much is the Odoo license on top of the package?
It depends on users and plan; the official list is above. You pay it directly to Odoo, not to us. If your case fits Community, the license is zero — but then stamping has to be solved another way, and that does cost.
What if my project does not fit any package?
It gets quoted custom, starting from the closest package. In the assessment we define scope and hand you a fixed budget in writing, even if you decide not to implement with us.
Does it include hosting and support after go-live?
Each package includes a support period (30 to 90 days depending on the package). After that we offer monthly support and hosting plans, presented in the proposal.
When does the timeline start?
When we have what we need from your side: SAT certificates, catalogs and access. If that is delayed, the date shifts — we say so at kickoff so there are no surprises on either side.
