If you're evaluating WhatsApp Business API for your company in Mexico, the first question is always the same: how much does it cost? The answer changed a lot in 2026, because Meta moved from charging per conversation to charging per message — plus there's the new Meta Business Agent and a change to service messages starting in October. Here's the clear breakdown, with numbers and examples.
First: there are two separate costs (don't mix them up)
When someone quotes you "WhatsApp API," there are actually two separate things paid to different parties:
- What you pay Meta — for each template message you deliver. Your company pays this directly to Meta, from your own WhatsApp Business Account (WABA).
- What you pay your provider — for implementation, building the bot, and integrating it with your operation.
As a Meta Tech Provider, at iTechDev we don't resell messages or add markup: you pay Meta's rate directly, no middlemen. We charge for the engineering. That's what sets us apart from a BSP (like Twilio or 360dialog), which does resell the messaging.
How Meta charges in 2026: per message
Since July 1, 2025, Meta charges per delivered template message, based on the message category and the recipient's country. The three charged categories are:
- Marketing — promotions, news, campaigns.
- Utility — order confirmations, alerts, reminders, updates.
- Authentication — one-time OTP codes.
Service messages (when the customer messages you first and you reply within the 24-hour window) are free today — though this changes in October, as you'll see below.
Approximate rates for Mexico (2026)
Meta bills Mexico in US dollars. These are the approximate per-delivered-message rates:

A real example
A small business sending 3,000 marketing + 2,000 utility + 1,000 authentication messages per month:
- Marketing: 3,000 × $0.0436 = $130.80
- Utility: 2,000 × $0.0080 = $16.00
- Authentication: 1,000 × $0.0207 = $20.70
- Total ≈ $167.50 USD/month paid to Meta.
The implementation and bot service is on top of that (separate), but the message cost is fully transparent.
New in 2026: the Meta Business Agent
Since August 1, 2026, Meta charges its Business Agent (the native WhatsApp AI agent that answers, recommends and books) per token consumption: about $2 USD per million tokens, which Meta translates to roughly 4 to 5 US cents per agent message. This cost is separate from the per-template fees.

The important October 2026 change
Starting October 1, 2026, service messages (those replies within the 24-hour window that are free today) will start being charged, at the same rate as utility/authentication messages. It's a return: Meta charged them until November 2024.
What does it mean for you? Design your flows to use the free windows while they last, and budget for the service cost from October onward.
Still free: the 72-hour Click-to-WhatsApp window (when a lead reaches you from an ad, all messages are free for 72 hours). It's the cheapest way to start paid conversations.
How to lower your message cost
- Use the right category: a message misclassified as marketing when it was utility costs you more.
- Use the free windows: reply within the service window (until October) and use Click-to-WhatsApp for 72 free hours.
- Scale strategically: volume discounts on utility/auth accrue monthly.
- Measure everything: without metrics you don't know which templates are worth it.
