IN SHORT: In Mexico, an Odoo implementation runs from ~$80,000 MXN (basic scope) to $2,000,000+ MXN (manufacturing with custom modules). The Community license charges nothing per user (it's open source); Enterprise costs per user/month. The real price depends on scope and your data cleanup, not on the number of users — that's why any serious quote is "subject to discovery." Here are the honest ranges, no asterisks.
"How much does Odoo cost?" is the question almost no one answers with numbers. It's understandable: scope varies enormously. But "it depends" with no figures doesn't help you budget. So here we break down the three cost components — software, implementation, and recurring — with peso ranges you can use to build your business case.
The three costs you must separate
When someone gives you an "Odoo" number, ask which of these three they mean, because they're different:
- Software (license) — Community is free; Enterprise is paid per user/month.
- Implementation — configure, customize, migrate, and train. The bulk of the project.
- Recurring — PAC stamps, hosting, support/maintenance, and the Enterprise license if it applies.
Mixing them is the #1 cause of invoice surprises.
Software cost: Community vs Enterprise
| Edition | License cost | MX localization | When it fits |
|---|---|---|---|
| Community | $0 (open source, no per-user cost) | Via OCA + your partner | Clear operation, tight budget, someone to maintain it |
| Enterprise | Per user/month (approx. USD $25–40/user/month) | Official from Odoo | Critical compliance, you want a localization guarantee |
The figure that changes the whole equation: Community eliminates the per-user license. Adding 5 or 50 employees doesn't change the software cost. In Enterprise, each user adds to the monthly bill. Always verify Enterprise's current price with your partner, because Odoo adjusts it by version and plan.
Note: "free" in Community is the license, not the project. You save the license but take on maintaining the localization against SAT changes — best covered with a partner.
Implementation cost: the real ranges in MXN
These ranges reflect implementation projects (they don't include the Enterprise license, which is added separately):
| Scope | What it includes | Estimated range (MXN) |
|---|---|---|
| Basic | Core (sales, purchasing, inventory, accounting) + CFDI localization + training | $80,000 – $250,000 |
| Standard | The above + CRM/POS, workflow customization, data migration, payment complement (PPD/REP), basic integrations | $250,000 – $700,000 |
| Advanced | The above + MRP/manufacturing, multi-company, Carta Porte, custom Python/OWL modules, complex integrations | $700,000 – $2,000,000+ |
Anything outside these molds is, honestly, subject to discovery: until we review your processes, data, and integrations, any number is a guess. A serious quote starts from an assessment, not from a menu price list.
Why the number doesn't depend on "how many users"
Three things move the cost, and none of them is head-count:
- Process complexity. A multilevel approval flow or manufacturing costing costs more than "sell and invoice."
- Your data quality. A clean catalog migrates fast; one with 14 versions of the same product and expired RFCs pays for the cleanup as part of the project.
- Integrations and custom development. Connecting your e-commerce, your bank, or building a specific module adds engineering hours.
Recurring costs you must budget
The project doesn't end at go-live. Budget for:
| Item | Reference range | Note |
|---|---|---|
| PAC stamps | ~$0.50 – $3 MXN per stamp | By package; drops with volume |
| Enterprise license (if applicable) | ~USD $25–40/user/month | Enterprise edition only |
| Hosting | Variable | Odoo Online, Odoo.sh, or your own server |
| Support / maintenance (AMS) | Monthly per SLA | Keeps the localization current with SAT |
A grounded example
A 15-user distributor, reasonably clean catalog, wanting sales, purchasing, inventory, accounting, and CFDI 4.0 with payment complement:
- Software: Odoo Community → $0 license.
- Implementation (standard scope): ~$300,000 – $450,000 MXN.
- Recurring: PAC stamps by volume + monthly support.
The same company, but with manufacturing (MRP), multi-warehouse, and a custom commissions module, moves to the advanced scope and easily crosses half a million. Same "number of users," very different price — that's why discovery matters.
How to lower the cost (without lowering quality)
- Start with the core and grow in phases. Don't turn on all 30 modules on day 1.
- Clean your data first. It's the biggest and most-ignored saving.
- Evaluate Community seriously. If your case allows it, the zero license changes TCO entirely.
- Ask for a fixed-price budget. Avoid open "time and materials" that inflates the invoice.
Transparency as a method (how we work)
At iTechDev we quote with a fixed-price budget and a breakdown of the three components, so you know exactly what's software, what's implementation, and what's recurring. We're a software factory and Odoo Ready partner, with CMMI Level 2, REPSE, more than 200 projects delivered, 5.0★ on Clutch, and bilingual nearshore operation Monterrey + Texas. When something needs development, we build it as our own module and the code stays 100% yours. And we run our own company on Odoo 19, so this guide's ranges come from operating the system, not from a rate card.
